I have some white stuff on my plant and I can't say for sure whether they are pests or fungus. If I were to spray both pesticide and fungicide on the plant, would either hurt the plant if there isn't any pest or fungus in reality?
What does the white stuff look like? Is there much of it, and is it spreading, and what plant is it on? Don't start spraying before you know what it is, and maybe not afterwards either.
It sure sounds like a fungus to me.... (when i was young, i made little balls of grass & stuff, and after a while, these looked like little flufy white balls) I don't know what to about it, maybe you just have to remove the dead parts of the plant?
BTW, sorry for the typo's, I was to lazy to pick up the dictonary....
