I have a possable new subspecies of CP, what do I do next and who do I go see to do it? Anyone know?

I doubt you have a new subspecies, but rather a individual clone worthy of cultivar status. I'm not exactly sure how this can be accomplished, but there are several people who have registered cultivars before who can help.
