To see which ones your computer needs, start up in "save mode" then press Ctrl+Alt+Delete to pop up the "close program" window. Since save mode only runs essential software at startup, ie no drivers for your printer or other hardware, the programs listed in the "close program" window are the ones you need at minimum for your computer to boot up.
For Windows98 you need systray and Explorer. Every thing else is started by software that has been installed. I would disable the "extra" programs one at a time with a restart after each one just to be safe. If the computer fails to start up, then you know which program caused it and can re-activate it (hopefully) from "save mode".
