Oleac.dll file missing

I just did a re-install on my computer and have been trying to re-integrate some programs. One of them is Earthlink Total Access, which has pop-up blocker and spam blocker. So I went through the motions of downloading but when it came to installing, a window tells me that I am missing this Oleac.dll file. I did a Google and saw a few references to it but nothing I could use. Can anyone help?
