It is only one light somehow reflected or refracted back. You can see they are always equidistant apart all the time.

If it were lights on poles, I would guess lights atop cellular service or other utility towers. Maybe navigation aid towers? ... being reflected into water, or just against a very dark sky? But earlier you said, "I'm sure it was moving some, but most of it was me trying to keep the camera focused on it." Towers shouldn't sway that much...

For April fools, the moderators on one of the forums I visit tampered with the word filter to change simple words to net-speak gibberish. The became "teh", one "1", etc. It was actually rather amusing, you know, for the first few seconds atleast.
