That nep looks like it has a lovely combo of thrips and rust fungus...use Captan for the rust and a systemic pesticide Like Bayer "rose and garden" for the thrips.
 
And lots of mealies too
my mistake..that's the spray he used, cross mealies off the list..i edited cuz I couldn't find a delete button
 
exo ill let u know what i got for insecticide when i get home obviously the sulfur based fung. isnt doing the trick.

You will need to buy captan..nothing else will touch rust in my experience.....and if you don't treat the likely thrips infestation it won't matter anyway....

can u see thrips?

You can't always see thrips....but sometimes you can..they are tiny though...greenish yellow to orange....google a few pics and search the undersides of the leaves for them.
 
errr Exo thripps are usually brown to black, lighter ones usually being immature, mature ones being the dark ones... ive only ever seen black thrips, and god are they a royal terror.... They look sorta like lice...
i dont see signs of thrips in that photo, i see severe signs of mite damage, rust, and sooty mildew.
try and get some better close ups of the leaves, its insanely difficult to tell what could be there in a blurry photo...

Ahh..the thrips species I had matured to an orange color....and they often left rust in their wake...they carry it on their mouthparts.

ok so mites an rust are what i have by the looks of things all white stuff is left over from the sulfur based fungicide.
