No dormancy equals?

we have all probably bought plants that have not been allowed the recommended amount of time for rest during the winter. I have many of these plants. some from last year have died unfortunately. so, here is the question. How long would it take say a four year old plant that has never been given a proper dormancy to come out on it's 'regular' schedule? I have two s. psittancia's that are just not all that impressive that were last year. this was the first year I believe that either got a good dormant period. I figure that the plants will be 'normal' during next year's growing season. any thoughts??
