If it was shipped the stalk may have been damaged in shipment. I've tried splinting bend/breaks with masking tape which works for awhile but ultimately lost the flower anyway.
Sometimes my 'Judith Hindle' flowers simply fail to form correctly and end up being little shrively limp protoflowers. Sometimes "it just happens," but if there are several on a plant, then IME, it's often from lack of water.
If it was a recent division, that often happens also. It may be a division of a "flowering size" plant, but the new division doesn't have enought energy or roots to support the entire bud development. In which case, it will concentrate its energy on forming new roots and leaves..
