Yeah, that's not a sign of a pest. It's one of two things. Either, as Shortbus said, a new growth point is forming, or the plant is slowing down with the onset of Fall. I'd probably go with the former though. Lots of my sarrs do the same thing. Either way, that's certainly not a sign of mealybugs.
