When is the best time to start stratifying seeds?
 
I would say it all depends on when you want to start growing. If you want the seeds to sprout during the spring, you will need to start stratification about 4-6 weeks before you want to plant.

If you plan on growing under lights, you can start whenever you want. I have started to stratify a few packets of seed for winter planting as they will be under lights. This helps me get a head start and gives me something to do over the winter.
