    Generally tendrils don't curl unless they're gonna be an upper. Occasionally uppers insist on having a support for the tendril to wrap around or they simply won't inflate (many times they don't care if humidity is high enough). If this one doesn't inflate get a bamboo stake or something tall and thin up there for the next one to grab and it should curl around it and then inflate.

    seems to be curling a little too soon in the tendril...my sanguinea did that, and my talangensis....and the pitchers aborted. a whole pic of the plant would help

    Edit:

    a larger pic would help, it could possibly be an upper.
    is the plant a cutting?

    the plant is a basal from the mother plant. darn when i uploaded a pic it was still small :/

    In that case it may not be an upper, as these generally have a sideways tendril attachment, you didn't mention it was one of those.

    Yeah, it most likely isn't an upper from a Nep that small.
