Neem oil as a fungicide

I have used Neem oil in a spray for treatment of scale on Nepenthes without problem. Tonight I noticed Walmart is selling a 70% concentrate solution as a fungicide (to be used at 2 tablespoons per gallon, sorry for the use of English measurments!). Has anyone used this as a preventative treatment when sowing Nepenthes seeds? It would be much safer for humans and easier to obtain than the old standby benalate or the newer clearies.
