In general, it's a good idea to cut off dead material, for both aesthetics and the fact that dead material can attract disease. *My general rule of thumb is wait for every last bit of colour to go from a trap before chopping it off. *The main point, though, is do *NOT cut off living growth. *I think that about covers it.
Yes I agree with Est. Just cut of black. The green will still synthesize and give energy to your terror.
