I see them this time of year all the time...
 
YES.
I assume these are the things emerging from the cacoon like objests on my fence that I keep crushing.
Do you know if they harm plants at all?
 
That looks like a ladybug larva to me, it would probably be more helpful to keep them around as they eat aphids and other small pests that attack plants.
 
A) Looks like a Ladybird Beetle (ladybug) larva
B) The picture SAYS it's a Ladybird Beetle larva (woot for knowing the word in German.)
