It's a filter you put over the lens, turns points of light into stars.

For those of you without a star filter but who do have Photoshop you can play around with the lens flare function and simulate this effect - thanks to Larry's excellent reference shots! :D

Aww, you beat to it. I have two star filters with different number of points. Maybe I'll try one of my fog filters too.
