what's the deal with the black plastic inside of the pools? Do they attract more heat? Do the pools leak?

They are only open to the public for one or two weekends per year and then you need to pre-register. They are in the town of Beavercreek, east of Portland.

what's the deal with the black plastic inside of the pools? Do they attract more heat? Do the pools leak?

My understanding is that it protects the kiddy wading pools underneath so the UV in the sunlight doesn't eat them up.
