Did you ever try growing it like a clivia? In the wild they grow evergreen yearlong and don't know what a cold, dry dormancy is.
They tend to bloom when they have enough energy to do so...
LOL! I could never get Clivia to bloom either. Had a Clivia I raised from seed. After 7 or 8 yrs of it not blooming, got tired of looking at it and gave it away. Interesting, only folks I have ever known to successfully bloom their Clivia was by giving them a cold dry dormancy.
