How does the program / website know when to cut off new posts? Sometimes there are several hours of new posts or 3 pages worth and sometimes there are a few hours and only one page.
It knows through a little program called a CGI script. You can instruct the CGI script to do several duties through programing code. In this instance, the CGI rolls over the new posts from the last day at a specified time, that is usually midnight on the server for the forum. Whenever a new post is uploaded, the CGI script also know to place it first in line.
I know it's not really specific but that is basically how it works.
