The top Cacti (Sorry, don't know name) Has flowered and finished, and the gigantea has tried flowering but for some reason can't. (It has flower buds, but they shrivel up and dies).
 
You're wondering why the bottom one is not flowering? What are its conditions, i.e., how much light, water, etc. does it receive?

Hi VAT, it looks like the spines on the new growth on both cacti are spaced further apart than those lower on the plant which would usually mean that they are not getting as much light as the were raised in, try boosting the light levels and see how they do, you might have to wait till next year for the flowers again though.

No, I've had it a year, and it has just this once flowered.

The only thing is the uneven spacing of the spines, and the flowering problem.

I'd say try using a 20-20-20 fertilizer once a month, and see how it does after that.
