Germinating S. oreophila seeds

I received some S. oreophila seeds from the ICPS seed bank a few months ago and after 4 week startification I saw no germination after 1 month.
I then tried a GA3 approach for 24 hours and still saw no germination.
I attempted a 2nd GA3 approach and I am still seeing no germination.

Is it safe to say that these seeds are expired?
 
Well, generally, it should be 5 weeks, but I doubt a week less would have made much of a difference. Edit: Nevermind. I would wait a few weeks more, just in case. If nothing shows up, then I think it's safe to say they might be dead.
 
How are you germinating the seeds? High humidity helps.

FWIW I've gotten Sarracenia purpurea ssp venosa and Drosera intermedia and Drosera rotundifolia seed from the ICPS seed bank that never germinated.

It never drops 30% on dry days and is usually around 40-50%, I've tried using higher RH by covering with seran wrap but all I get is fungus attacking the seeds before they can do anything, same goes for my Nep seeds : /
