If you got it at Lowes or Home Depot or the like and it was called a "Starfish Plant" then it's a Pinguicula 'Titan' from Booman's Floral or Nurserymens Exchange. It looks like my P. 'Titan' but I'm no Ping expert.
Mexican Pinguicula don't really go dormant, just start producing non-carnivorous leaves. It will start looking like a succulent plant at the point. Cut back watering dramatically.
