D. aliciae Cuttings

I'll be receiving a couple D. aliciae leaf cuttings in the mail in the next few days and want to know the best way to propagate with them. As I only have two shots I want to know the methods that have the highest chance of success.

Also, is now a good time to try and plant subtropical Drosera seeds at a windowsill without growlights, or would I encounter better luck if I waited until spring?
 
I've had better luck with cuttings being in a tray of water
