Transplanting tuberous Drosera

I would like to move my dormant Drosera macrantha to a deeper pot, but I'm not sure how wet the medium should be. I intend to use a peat-sand mixture but I don't know how to mix them together while keeping them dry to prevent the tuber from rotting. How do I balance the needs for the soil to be wet to mix and for it to be dry for dormancy?
 
The media should be dry. It does not need to be wet to mix it. 3 parts sand to 1 part peat. You can also just use pure sand.
 
Just wear a mask or something to keep from breathing in the dust while you mix the dry ingredients (that's really the main reason people wet it, to reduce airborne dust).
