My flowering anglica is budding what appears to be a baby plant from a seed pod. It has some green to it and ewhat seems to be a few roots. What is this?

The last two were my bro's D.intermidia. False vivipary is quite common in 'source plants' - quoted from Jalan Kayu. Hehe, my bro accidentally burned his intermidia flower with the lights and another plant grew like a leaf cutting! Think PinguiculaMan explains how in one of these links...check the first one. Or on the other exciting hand it could be a seed that germinated on the seed pod in which case you should remove to immediately as I don't think the flower can support its weight for too long, just let it anchor itself onto the soil (or do it yourself).
