fungicide question

hey, I have a newbie question.

my rafflesiana has a pretty bad case of rust spot. I ordered some Cleary through petflytrap.com, and it came yesterday, but didn't include directions for using it.

should I mix it up in water and spray it on, and if so in what proportions?
 
Mix the litlte packet that it came in to 1 gallon of RO-distilled water. Wear a dust mask and gloves. Fungicide is carginogenic and some are caustic.
