Wats wrong with it?

First it's too cold! If it really is 55*F during the lights "on" then way too cold for active growth-how cold is it at night then?
Try reaching 80*F daytime and 55-65*F at night and you might get better results.
Misting does not compensate for constant humidity you could buy a large "drop cloth" of plastic sheet from home depot and drape it over your grow shelf that will help create a mini-environment.
How much light is this plant receiving? It looks like your shelf has only 2 tubes (80 watts) on each level, four tubes would be better (it would also make it warmer).
How often do you water the pot? Do you ever let it dry out? The potting mix looks dry in the photo, you definately want to keep wet/neps moist all the time (but it is best not to sit them in a tray of water). I water mine (including a judith finn which is 12" across 5" pitchers) once or twice a week.
Are you watering with only distilled water or reverse osmosis water?
Have you ever fertilized (or over fertilized)?
 
if it is a highland, the teps should be at least 60*-70* It looks like it doesn't have near enough humidity...
