Over watered cactus

So sad... can anyone help? I over watered a cactus, and I realized that there are brown spots growing all over now. Then I noticed that one of the arms are schriveling up, and FAST! What can I do?
 
I have had some luck by planting in pure sand. If it's not too far gone that might help. Good luck. Maybe someone else will have some other advice.

In the meantime... what do I do with that schriveling up arm? leave it alone or cut it off?
 
I guess I would cut it just below the damage.
