I don't give mine a dormance per say but when winter rolls around I tend to reduce watering and light levels. The plants respond by growing a little slower and smaller but come spring they rebound like nothing else
As far as I know no Genlisea species needs dormancy. They are either perenials or annuals (although several annuals seem to be able to grow as perenials in cultivation, like G.violacea). They may grow slower during the winter dry season, that's all.
